Does this effect the way the District Work Fund will be calculated?

Yes – it would include electricity, heat
(LP gas in many cases), water/sewer, trash pickup, local telephone and basic
internet access. These items have been defined in industry guidance as utilities
even though the IRS has not provided a list of what they consider to be
utilities.

Attached
is a document with guidance on payment of utilities for church
parsonages. Many of you are aware that the Cabinet is asking that all
congregations with pastors living in parsonages begin making utility payments
directly to the utility companies rather than making cash allowance payments to
the pastor. Please see the attached guidance for more discussion of this
if it applies to your congregation.
